The County Clerk is an elected official in county government. As Clerk of the County Court, the Clerk maintains the County Court Records. These records include all business of the County Court such as annexations, incorporations, county purchases, election results, proclamations, levy of taxes, bonds, levee/improvement districts, right of way acquisitions, contracts, and agreements signed by the County Judge.

The County Clerk also serves as the secretariat of the Quorum Court. These duties involve keeping complete permanent records of the proceedings for the Quorum Court including minutes, ordinances, resolutions, and recordings to provide easy access to the information (ACA 14-14-309).

The Clerk became the official Voter Registrar with the adoption of Amendment 51 to the Arkansas Constitution in 1966. The Clerk maintains an accurate and up-to-date voter registration list within her office.

The County Clerk or the Clerk’s designee serves as the secretary of the Board of Equalization and records the minutes of their meetings (ACA 26-27-307).

The County Clerk is responsible for accounts payable. The Clerk ensures that all county invoices are paid in a timely manner. The County Clerk also maintains employees records and processes payroll for the county bi-weekly.

The County Clerk is the official record keeper of county government. The records which are kept by the County Clerk are vital to the efficient and effective operation of Miller County. Thus, it is necessary that these records be accurately recorded and well maintained.

We accept only cash, or a money order made payable to the Miller County Clerk.

Marriage Licenses
The cost for a marriage license is $65.00 cash. The applicants must both be present. For identification verification, you may present one of following documents: a valid Driver's License, State issued ID, Military ID or Passport. Any other forms of identification will not be accepted. You will need to know your social security number. Please note that the state requires our office to ask for this and all numbers provided are confidential and will not be given out under any circumstances.

Marriage licenses are valid for sixty (60) days from the date they are issued.

If you reside outside of Miller County and need a certified copy of your marriage license, please mail a written request including the names of both parties, the approximate marriage date, a money order in the amount of $5.00 made payable to Miller County Clerk, and a self-addressed stamped envelope.

The Clerk's Office does not have anyone available to perform a marriage ceremony, however; we can provide you with a current contact list of individuals who are registered to perform ceremonies.
Assumed Name Certificate
Arkansas law requires that no person shall conduct or transact business in this state under an assumed name or under any designated name or style, corporate or otherwise, other than the real name of the individual conducting or transacting such business, unless the person files a certificate in the office of the county clerk of the counties in which the person conducts or transacts or intends to conduct the business.

DBA Certificates are filed and recorded in the office of the County Clerk. A person or persons desiring to file a DBA is required to complete the certificate form and sign it before a notary public. The filing fee for this certificate is $25.00 and a $5.00 Notary fee.

The types of businesses that would typically use the form are sole proprietor ships and general partnerships.

Voter Registration
Applicant must be eighteen (18) years of age on or before the election date, a citizen of the United States of America and must have an established residence within Miller County. If you own more than one home, you must register in the county of your PRIMARY residence. You must have a physical address even if you receive your mail at a post office box. Voter must also update address to assure proper voting location. You cannot vote at your old precinct if you have moved since you last voted. Please remember that name changes are not automatic. Birth / Death Certificates
Applications for birth and death certificates may be obtained from the Arkansas Department of Health in Little Rock, Arkansas by visiting These records date back to 1914.

You may also contact the Miller County Health Unit at 503 Walnut St., Texarkana, Arkansas 71854 to assist you in obtaining copies of birth and/or death certificates. They may be contacted at (870) 773-2108.
